OPF主要关注要有人来负责过程改进的工作，OPD关注的是组织级要有财富库作为整个组织的知识库。
什么是财富库，简单的说就是对组织有用的东西都可以纳入到财富库中，财富库可以包含：过程、生命周期模型、裁剪指南、度量库等。
如果把OPD进行扩展，就是一个组织如何进行知识管理的问题了，知识可以包括两类，非技术类和技术类，非技术类包括：标准过程、规章制度、流程、项目管理经验、度量数据等等，技术类包括：设计、代码库、重用组件等。组织除了要对知识进行分类外，还需要建立知识的收集、分析、存储、使用的策略及具体可操作的办法。
